UAE ministry announce great news of cancellation of fines, a big benefit for thousands.

Big move by big leaders, this move is in with ministry’s Year of tolerance initiative.

UAE’s Ministry of Human Resources on Sunday announced that it has cancelled the violations and fines of more than 27,000 establishments and 12,000 employees carry out before August 1, 2019.

A big gratitude to Minister of Human Resources Nasser bin Thani Al Hamli’s 2 approved resolution, two categories of employees now have the chance to have their work permits reissued.

1. Workers of the third to fifth skill levels who ended their contractual relationship with their employers during the probation period are eligible.
2.  Employees who failed to visit the ministry within 60 days of issuing a judicial ruling in their labour disputes, Al Marzouqi added.

Minister of Human Resources, Al Hamli said that both decisions are initiatives reflect the safekeeping of UAE’s leadership shows to noble human values in the country. “The ministry’s will continue try to make life easier of both expats and local community with in UAE  which enhance values of tolerance create more stability in the work relations between employers and employees”.

Noura Al Marzouqi, Assistant Undersecretary for Policy and Strategy at the ministry said that removing the suspension of the concerned establishments came after the ministry made sure they weren’t suspended by any other authorities, as they provided all rights to all of their employees.

Local artists in the UAE are looking forward to the official launch of the long-term visa that has been announced as part of the ‘new cultural vision’ approved by His Highness Sheikh Mohammed bin Rashid al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

Dubai-based creative artist Padraig Downey, director and founder of Danu Theatre, said the long-term visa is a “positive progressive step”.

“The initiative will free artists from the restrictions of having to maintain a job for visa purposes – visas and jobs that often curtail and restrict us and our work, thus having a negative impact.”

According to him, many artists are forced to work on a voluntary basis “adding an incredible challenge to the many issues they already face as artists”.

“Culturally, it’s massive. Many of my acting students are not supported at home if they choose a career in the arts. This may help make people here think twice about the value of arts and their importance in elevating humanity and putting Dubai on the map artistically,” he added.

Nikhil Uzgare, an entrepreneur and musician, said a long-term visa is a great move especially for the music community.

“Musicians come in the freelance category, and most cannot afford to form a company to avail of a three-year visa. “Musicians are usually people who travel the world but if a country shows them loyalty and goodness, they will always pay it back with equal loyalty and goodness. This is a natural trait that is seen among most live musicians.”

He said musicians who have no choice but to be on short-term contracts for now would be able to show “long-term commitments” to the country and to the local music industry, if given appropriate long-term visas.

“This is an incredibly exciting announcement for those involved in the performing arts,” said Alex Broun, head of drama at Studio Republikin Dubai.

“Dubai has already established itself as a cultural hub for the region and this new vision will further enhance that and hopefully become the catalyst to generate many more opportunities for actors, writers, directors, dancers, musicians and performers.”

“This is amazing news,” said Rashmi Kotriwala, co-founder of The Junction, a popular performing arts theatre in Dubai.

“The role of the intelligentsia, the thinkers, artists and other creative people cannot be undermined in the development of society. The UAE government’s decision to support the creative community is worth applauding.”

Kotriwala said the decision would go a long way in making a society feel nurtured.

Hailing the move, local sand artist Nathaniel Alapide, who recently made a portrait of Emirati astronaut Hazzaa AlMansoori on Jumeirah Beach, said: “I really think that this is good news for artists because they can stay longer in the country to produce more of their works. This will give them a chance to collaborate more with other artists.”

The New Law Has Expanded from the Old Law

His Highness Sheikh Mohammed, the Ruler of Dubai, announced a new law pertaining to RERA, or the Real Estate Regulatory Agency which was first established in 2007. The new law makes room to reorganize the legal abilities of RERA which includes a significant clause that states to contribute to the real estate advancement through integrated regulatory and control measures. This law will provide a safe environment for real estate developers and investors to keep ahead of the real estate growth and development, keep track of related activities of the real estate sector and implement programs to participate in activities related to real estate.

The new law states that the Real Estate Regulatory Agency will continue to exercise powers that it first established under the former law, which includes supervision of escrow accounts related to real estate development, ensure qualified banking institutions manage these accounts, and implement rules of governing in any real estate activity.

The new law will broaden authority and enhance the scope of authorization RERA has over real estate activities. There are new powers attached to this new law, and added responsibilities given to RERA.

• RERA will organize and license real estate activities
• Supervise practitioners of real estate activities
• Ensure practitioners comply with law and regulations
• Supervision of management
• Inspection of management
• Operation and maintenance of real estate properties

Additional Responsibilities

In addition to these new responsibilities, RERA will consider and take action on any complaints set against real estate practitioners. They will study these complaints and decide on the course of action.

RERA will also conduct awareness and educational programs on the terms and conditions, rights and duties and contracts of parties involved. Policies related to the real estate market will be prepared and updated to keep up with the demand.

The Objective of the New Law

The new law went into force on 17th September 2019 with the aim to boost real estate development in Dubai. The objective of the law is to contribute to the growth and development of the real estate sector in the Emirates. The rights of the developer and investor will be taken into consideration at every turn. RERA will be replaced by the Dubai Land Department when it comes to real estate rental contracts. Under this, the laws will also regulate the partnership between the tenant and the landlord. Dubai has announced the formation of a new real estate committee to ensure balance in the emirate’s property market.

The announcement was made on Twitter by Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai.

The committee will aim to achieve a balance between supply and demand in the real estate sector and also ensure that semi-government real estate companies do not compete with private developers, Sheikh Mohammed said.

“It will develop a comprehensive strategic plan and vision for all major real estate projects in the emirate for the next 10 years,” he added.

The committee will be headed by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, deputy ruler of Dubai, and will include senior developers, he said.

The announcement comes after Sheikh Mohammed shared a letter on the “new season”, highlighting six major guidelines for government officials and leaders in the UAE.

While the guidelines covered aspects such as Emiratisation and social media, Sheikh Mohammed also stressed that the country needed to come up with “quality projects” and “exceptional ideas” to boost the economy.

“Real estate projects need to be paced right to bring added value to the national economy so as not to become a burden and a source of imbalance in our economic process,” he said.

“This extension to real estate governance is a very positive step bringing regulation which will cater the supply towards what is going to add value to the client and the economy, therefore limiting the potential of an influx of supply that there may only be limited demand for,

“The inter connectivity of different real estate developments will bring more selection and choice to the market leading to inevitable interest from outside investors and add excitement to the residents of Dubai.”

Everyone including businesses have hailed the UAE’s visa reforms that allow men under their family’s sponsorship to get work permits.

According to new rule that came into effect from Sunday 28th July 2019, husbands, fathers and sons can get jobs without necessarily being under the company’s visa.

Dr Omar Al Naimi, Assistant Undersecretary for Communication and International Relations at the MoHRE, said the new rule “allows women working in the UAE to bring their family members and sponsor them, irrelevant of their professions”.

“It only sets a minimum salary for that sponsorship. It also broadened the scope of the women able to bring the family members (husband and children),” said the official.

Families and businesses said it is a progressive reform.

Expat families said they are relived as it adds another earning member to the family.

Tourist Visa

UAE Mortgage applications in UAE raised by 78 % over the year to April and enquirers rose by 59 % in the same period, end users are increasingly seeking long-term solutions for their housing requirements, according to data from consultancy Mortgage Finder.

The average amount of a home loan, however, decreased from AED 1.67 million in May 2018 to AED 1.31 million in the same month this year, reflecting the relatively weak property market, said the consultancy, which is part of the real estate portal Property Finder Group.

“We have seen a shift from an investor-led market to an owner-occupied market, with more end users buying to live in the property,” said Chris Schutrups, managing director of Mortgage Finder. “This is likely due to the downward shift in prices which has made home ownership more affordable and achievable.”

Real estate prices in the UAE have remained weak since 2015, according to a report last year from Property Finder.

Data from real estate consultancy ValuStrat finds Dubai residential capital sales values decreased by 12.4 per cent and rental values by 9 per cent for the first quarter of this year, when compared to last year. In Abu Dhabi, sales values were on average 12.2 per cent lower than the same quarter last year and rents were down by 6.9 per cent year-on-year. Analysts, however, see a recovery soon as investors continue to take advantage of lower pricing and the economy picks up on the back of stimulus measures by the government.

In more than 80 per cent of the enquiries analysed by Mortgage Finder, buyers opted for a fixed interest rate, an unchanging rate that applies for the entire term of the loan or part of the term. However, with recent predictions from the US Federal Reserve that there may be rate cuts this year, Mr Schutrups said, “we are seeing a few more sophisticated buyers opt for lower margin variable rates”.

To predict the outcome of the property market after Expo 2020 – a topic that sees even top economists hesitate to share their opinion – would be foolhardy of me. However, from what we know about the current market, the upcoming supply, and the plans for the site post Expo, we can see that actions are being taken to maximize its economic impact, minimize market fluctuations and avoid any withdrawal symptoms once visitor numbers recede after the event.

According to fäm Properties, in 2019, apart from the overdue projects, there are around 59,800 properties scheduled for delivery. Yet, only around 33,800 properties that are 80-99 per cent close to completion are expected to enter the market this year.

Even though it is unlikely that all these units will be in the market, the increased supply will further impact the property prices this year. Saying this, the government’s efforts of creating relaxed rules on property ownership, the extended visas and hopefully a lower entry point for secondary property mortgages soon are important initiatives to incentive’s investment and will allow the UAE to keep the momentum created by tourism boost after the Expo ends in April 2021.

The new visa rules that have recently come into effect, including the 10-year residency visa, will make it easier for those who view Dubai as a world hub to settle here and become contributors to the overall economy. This will also help in soaking up current and upcoming supply and will lead the market to see a much-needed stabilization of prices.

Additionally, the Dubai Land Department may consider tokenising properties, which will open a wider international demand and, consequently, increase the property prices. We hope to reach an equilibrium price by the Expo 2020, especially as there are an additional 46,000 units planned to be handed over after June 2020 (according to fäm Properties).

The Expo site is already earmarked for major redevelopment in what will become the new suburb of Dubai South (8,228 units are currently under construction) providing a vast number of new homes, new schools and shopping centers, meaning that there will be no rusting Expo site in Dubai.

Al-Futtaim has started building a new Ikea and ACE hardware in the vicinity, which shows that there are tangible outcomes, ensuring that there is no bursting bubble after the event. The new suburb will be well connected to the rest of Dubai through the new Dubai Metro line, Route 2020.

This new metro line will lead to five new prime residential locations in which properties will become competitively priced and will increase the opportunity of relocation in people’s minds, particularly for those from the 25 million international Expo visitors considering a move. The accessibility to those locations, along with the positive PR, will only bring forward the property market post Expo and give it a boost.

It is easy to assume that prices will simply increase after the launch of Expo 2020, however, in reality, it is quite difficult to predict what is going to happen in the future, even if we try to base our assumptions on historical trends and data. Nonetheless, we believe that the amount Dubai has invested in the 2020 site will show tangible benefits well beyond the Expo itself, and the Dhs 10 bn investment into the Metro line is something that will remain and be part of its legacy.
